ICANNGATE

From a very limited read of the thing so many gems pop out.

"We do need to start with the goal of effectiveness ... Once we identify a workable structure, process and transparency can be achieved in a manner compatible with that primary objective" (until then please leave us alone to our secret meetings)

"The very expensive and time-consuming quarterly meetings held at locations around the globe... should be reduced...(but the) board of trustees must meet more frequently" (Who votes for Paris in the spring ?)

"accountability mechanisms should be replaced with a Manager of Public Participation" (no need for process, just give my friend a job)

"If a blue-ribbon committee - headed by a former Prime Minister of Sweden and United Nations Representative to Bosnia ... can not generate a community consensus on the subject, it is likely there is no consensus to be found" (yeah, those Swedish Prime Ministers really know the net. Impeccable credentials.)

"there is no necessity for any process that would allow some other body... to override a Board of Trustees decision" (the nerve to question the Board!)

As a student of bureaucracy, I have to say this is one of the most entertaining proposals I've ever read. The way they bootstrap themselves into a position of unquestioned and unchallengable governance based on their record of incompetence and failure is a stroke of genius. Hopefully this is the type of genius that cuts off its ear to give to its girlfriend and will soon die of syphillis, but it is genius nonetheless.
